Private groups and public activities usually sound rather antinomic. Yet private groups can have social preoccupations and public conce as well. Besides, public authorities have more and often recourse to private strucutres so that the administrative action should benefit from their supposed afficiency. That is the reason why the participation of private groups to public activities has been increasing regularly since wwii. One should make a difference between three categories, through : -first, private groups who carry out a public activity of sorts without any connection with a public service. Despite their onvolvement in public pursuits, their "publicization" must be regarded as intermediate. Second, private groups who are afficially associated to a public service accordingly, their "publicization" must be regarded as intermediaite. And third, those who fully manage a public service, and whose "publicization" is there fore strong.

Personnes privees, activites d'interet general, deux notions apparemment contradictoires se trouvent ici reunies. Toutefois, les personnes privees ont aussi des preoccupations scoailes. En outre, la puissance publique a de plus en plus recours aux structures privees pour que l'action administrative beneficie de leurs vertus supposees. Des lors, on constate un developpement accru de la participation des personnes privees aux activites d'interet general. Dans ce sens, il nous semble possible de distinguer trois categories parmi les groupements concernes. La premiere englobe ceux qui exercent une simple fonction d'interet general n'ayant aucun lien avec le service public : "publicisation" est minimale. La seconde concerne ceux qui sont associes a un service public : leur "publicisation" est forte puisque le service public est la forme superieure de prise en charge d'une activite d'interet general.
