Independently from historical considerations on the role of maritime transportation in the process of consolidation of nations and empires, today and still in the foreseeable future, maritime transportation will continue to play a key role in all political, social, economical and strategical evolution of developing countries. This study on international maritime transportation is intended to present both analytical and schematically, the political, legal, technical and commercial aspects that influence the configuration of a maritime policy most significantly from the point of view of a developing country with a medium level of development. On the other hand, this work intends to present the vision of developing countries on the subject of international maritime transportation, since generally speaking, the bibliography on this matter is basically influenced by the studies presented from a "traditional" point of view, and which most of the time do not correspond to the aspirations of developing countries in relation to the increase of their participation in the international maritime trade.

Indépendamment de l'importance historique du transport maritime pour la consolidation des empires et des nations, à l'heure actuelle et dans un futur prévisible le transport maritime continuera de jouer un rôle transcendantal en particulier dans l'évolution politique, économique, sociale et stratégique des pays en développement. Dans cette étude sur le transport maritime international, nous présentons de manière analytique et schématique les aspects politiques, juridiques, techniques et commerciaux qui auront une grande influence sur la configuration d'une politique maritime depuis l'angle des pays en développement qui comptent sur un niveau moyen de développement économique général. Ce travail par ailleurs, cherche à montrer la vision qu'ont les pays en développement de la problématique maritime internationale puisqu'en général la bibliographie sur ce thème est dominée par des études qui présentent le phénomène d'un point de vue "traditionnel" et qui bien souvent ne correspondent pas aux aspirations des pays en développement quant à la croissance de leur participation au sein du commerce maritime international.
