Dans le systeme de parti dominant au mexique, le parti revolutionnaire institutionnel a procede et procede encore a ce jour pour se maintenir au pouvoir, en agissant au niveau de quatre aspects fondamentaux de la vie politique institutionnelle, a savoir : le mode de scrutin et la representation du corps electoral, le decoupage du territoire en circonscriptions electorales, le financement de la vie politique, et enfin, les modalites de reglement du contentieux electoral.
