The book systematically analyses the effects of the united states' institutions on the international law organizing economic cooperation between states. The first part examines the american constitutional system. It explains how the separation of powers principle has shaped the evolution of the economic policies and the diplomacy of the united states. The second part shows how the peculiarities of the american constitutional system have influenced the evolution of the international economic system. Firstly, it recalls the context in which the "bretton woods system" was created (1917-1947). Secondly, it surveys the evolution of this system since the end of world war ii until the attempts of thorough reforms in the 1980s. The conclusion reached is that the united states need a constitutional reform to reduce the impediments to the adjustment of economic policy and the development of international economic agreements.

L'ouvrage examine systématiquement l'incidence des institutions américaines sur le droit international organisant la coopération économique entre états. La première partie est consacrée au système constitutionnel des Etats-unis. Elle explique comment le concept de séparation des pouvoirs a façonné le développement de la politique économique des Etats-unis et de leur diplomatie. La seconde partie montre comment les spécificités de la constitution américaine ont influé sur l'évolution du système de coopération économique internationale. D'abord, elle rappelle le contexte dans lequel a été créé le "système de Bretton woods" (1917-1947). Ensuite, elle examine l'évolution de ce système jusqu'aux tentatives de réformes des années 80, l'ouvrage conclut à la nécessite d'une révision constitutionnelle permettant de réduire les freins posés par la constitution de 1787 à l'ajustement de la politique économique des Etats-unis et au développement de leurs accords économiques internationaux.
