Defense financing is materialized by: - the annual finance law which has the status of a law. - the medium-range military programming law. - the long-range planification without any legal status. The "military programming law" which is born of the "programme law" is written in "credits de paiement" (payment credit) it has not the status of a law although it has a binding status. It is a norm of goals which assign the government to do anything in order to realize the financial estimates stated by the law.

Le financement de la defense est materialise a court terme par la loi de finance, qui a valeur de loi. La "loi de programmation militaire", a moyen terme, et la planification, a long terme, sans valeur juridique quant a elles. La "loi de programmation militaire", issue de la "loi de programme" est redigee en "credits de paiement". Elle n'a pas force executoire mais elle a cependant force obligatoire. C'est une "norme d'objectifs" qui assigne une obligation de moyens a l'etat: tout faire pour realiser les previsions financieres qu'elle enonce.
