The principle of free flow information, discussed at the u. N 1948 is still going on, although this continuing discussion is proaderred (extended) to other circles and institution beside the u. N the consecration (devetion) of the principle is not established world wide. The juridical conservation is not established all between the east and west, however, it is well established custom in europand is conventionnally recognized at the europeen level. With regard north-south relations, the consecration of the principle differ with the inter prestation of the principle of, unbalanced mouvement (flow) of information. The search by the third world countries for a new world order for information and communication is not apprecited and even rejected because the concept is perceived as to inter fer with the principle of liberty and democracy.

Le principe de libre circulation de l'information débattu au sein des Nations-Unies en 1948, est en discussion jusqu'à nos jours. Malgré cette discussion permanente qui s'est élargie à d'autres institutions autres que les Nations-Unies, la consécration du principe n'est pas établie au plan universel. Sa consécration juridique n'est pas établie entre l'est et l'ouest. Elle est par contre coutumièrement reconnue au plan occidental, et vient d'être reconnue conventionnellement au niveau européen. Dans les rapports nord-sud, la consécration du principe se heurte à l'interprétation donnée au principe de déséquilibre dans la circulation de l'information. La recherche d'un nouvel ordre mondial de l'information et de la communication par les pays du tiers-monde se heurte à la méfiance et même au rejet de ce concept, car considère comme concept qui porte atteinte aux principes de libertés et de démocraties.
