The relations between the european economic community and the maghreb have historical, cultural, economic as well as geopolitical foundations. The maghreb - e. E. C relations were institutionalized in 1976 according to the "comprehensive and balanced" mediterranean poli- cy adopted in 1972. Our analysis of maghreb - e. E. C relations shows the cooperation agreements to be wanting in many respects. But, on top of this, the policy of the european community tends to be more and more protectionist at the expense of maghreb interests and the consequences, in real terms, of spain and portugal joining the e. E. C have proved to be adverse to maghreb interests. It is in this unfavorable context that the e. E. C has decided to redifine its relations with the maghreb in accordance with the more general framework of a comprehensive regional approch extended to the whole of the mediterranean. Moreover, one is bound to admit that the community has gone even further than the stric- tly commercial approach which had presided so far over its relations with its partners. L'engagement de la communaute economique europeenne dans le maghreb repose sur des considerations historiques, culturelles, economiques mais egalement geopolitiques. C'est dans le cadre de la politique mediterraneenne dite "globale et equilibree" de 1972 que les relations maghrebo-communautaires ont ete institutionnalisees en 1976. L'analyse de ces relations nous a revele les lacunes des accords de cooperation, ajoutees a la politique de plus en plus protectionniste de la communaute destinee a proteger ses interets aux depens du maghreb, et aux perspectives liees aux consequences concretes de l' elargissement a l'espagne et au portugal. Dans ce contexte defavorable la cee a choisi une redefinition de ses rapports avec le maghreb dans le cadre d'une approche globale et regionale au niveau mediterraneen. Mais, force est de constater qu'elle n'a pas depasse l'approche strictement commerciale qui a preside jusqu'a nos jours a ses relations avec ses partenaires. Par consequent, la construction d'un espace economique maghrebin constitue non seulement une reponse pour un renouvellement de ces relations, mais egalement un complement d'une solidarite effective entre les deux rives de la mediterranee.
