Le contrat de formation en informatique dans le cadre des transferts de techniques vers les pays en voie de développement : l'exemple algérien

The role of countries reaning foreign technological development in the field of electronics constitutes a perfect illustration of the industrial success of certain countries. Other countries are thrown into the massive material consumption of many data processing facilities without taking into consideration their economic and social environment. The failure of the computerization of certain developping countries is linked to several factors. Among the latter, the lack of qualified staff hinders the setting in motion of data processing equipment. The shortage of human ressorces result in a major handicap for national firms in developping countries. Even if several countries have tried to solve this problem, the question of the efficiency of acquaining that is to say the efficiency and the reality of the transfer of technology in the field of date processing, still remains. For certain countries the guarantee of the efficiency of the transfer could be obtained by contractual formulars which reinforce the state's intervention. This mode of obtaining contracts consists in the global demand, which corresponds to the progressive movement of several kinds of contracts, "key in hand" then "product in hand" and finally the "market in hand". Last but not least, one can say that the cooperation is not necessary but the the best philosophy and the main policy for the success of the data processing system sphere.

L'appel des pays en voie de developpement aux technologies etrangeres dans le domaine electronique et informatique constitue aujourd'hui une parfaite illustration de la reussite industrielle de certains pays. D'autres pays sont plonges dans la consommation massive et materielle des biens d'equipements informatiques, sans prendre en consideration leur environnement economique et social. L'echec de l'informatisation de certains pays en voie de developpement est lie a plusieurs facteurs. Parmi ces derniers, l'absence de personnel qualifie pour la mise en route des systemes informatiques. La penurie des ressources humaines constitue de nos jours un handicap majeur pour les entreprises nationales des pays en voie de developpement. Meme si plusieurs pays ont essaye de remedier a ce probleme, il n'en demeure encore la question de l'efficacite de l'acquisition c'est-a-dire la maitrise et la realite du transfert des techniques dans le domaine informatique. Pour certains pays, la garantie de l'efficacite du transfert peut etre obtenue grace a des formules contractuelles qui renforcent l'intervention des etats. Ce mode contractuel consiste a la revendication globale qui correspond au passage progressif de plusieurs types de contrats : "cle en main", puis "produit en main" et enfin, le "marche en main". Certains pays sont allees jusqu'a demander aux fournisseurs etrangers des garanties publiques liees a la bonne execution des contrats d'equipements informatiques.
