The links territorial administration rural development reflect the developing of one collectivity in a given moment of its history. The analysis of the "reforms of territorial administration and rural development in senegal", aims to show what is the place devoted in the implemented developping to the "3 p" mass (peasants-fishers and shepherds) there are the most important share of the whole population (between 60 to 70%). In 1972 was initiated by the government the reform of territorial administration so as the bring nearer the administration to the administrated. The analysis will be bring about through the rural community of coumbacara located in kolda area. It is a zone sufficiently populations and pluriethnizone so as to provide a sense to the question of peasant participation such as it is put on question with all its complecty.

Les liaisons administration territoriale developpement rural refletent l'etat de developpement d'une collectivite a un moment donne de son histoire. L'analyse des "reformes de l'administration territoriale et le developpement rural au senegal" tend a montrer quelle est la place reservee dans le processus de developpement engage a la masse des trois p(paysans-pecheurs-pasteurs) qui constituent la frange la plus importante (quelque 60 a 70%) de la population totale. En 1972, fut instituee par le gouvernement la reforme de l'administration territoriale afin de rapprocher l'administration des administres. L'analyse sera menee a travers la communaute rurale de coumbacara situee dans la region de kolda. C'est une zone suffisamment peuplee et pluriethnique pour donner un sens a la question de la participation paysanne telle qu'elle peut se poser avec toute sa complexite.
