The object of this research is to find arguments upon which the legislature has ruled and subjective arguments which make the "juge administratif" indemnify the victims. The question here is to know if we could see the distinction between the indemnification of the injury suffered by pearsons and the indemnification of damages caused to property through the evaluation of the damages and the methods of compensation.
