The critic of the classical model of organisation of electrical systems, in a context of privatisation, favors independent power production (ipp) through project financing. These complex projects are prepared and evaluated using successively contractual assistance of third parties, and cooperation between sponsors, through either consortia or the creation of legal entities. The implementation of the investment is based on contractual arrangements securing the profitability of the project, on the incorporation of vehicles favoring a leverage effect, the concession aspect of the project resulting from the implication of the host country. Ipps are closely related to the global reform of electrical systems. The reform in ivory coast has succesively envisaged the private management of the public service and the abandonment of a problematic concession, an "affermage" in which the public sector would have remained responsible for the investments, and an original proposal mixing an ipp, a gaz concession and a concession of service public.

La remise en cause des modeles classiques d'organisation des secteurs electriques, dans un contexte de privatisation, favorise la production independante d'electricite par des montages de financement de projet dont la faisabilite repose principalement sur la rentabilite intrinseque. Ces operations complexes font d'abord l'objet de montages contractuels de recherche et d'evaluation, puis de cooperation s consortiales ou societaires entre promoteurs. La realisation des investissements met ensuite en oeuvre des montages contractuels garantissant la rentabilite interne du projet, des montages societaires permettant un effet de levier financier, l'aspect concessionnaire du montage affirmant le role de la puissance publique. Les projets de production independante d'electricite participent enfin a la reforme globale d'un secteur electrique national. La cote d'ivoire offre un exemple de negociation ayant envisage successivement la gestion privee du service public et l'abandon d'une concession problematique, le maintien d'une concession amenagee proche d'un affermage, laissant au secteur public la charge des investissements et un montage original associant un projet de production independante, une concession gaziere et une concession de service public.
