The present work's object is the study of the evolution of the public service in the audiovisual communication area, in order to critically asses its function and its cogency since the day radio and television appeared in france. The first part, devoted to the activity of audiovisual communication, deals primarily with questions pertaining to definitions, thus displaying the various aspects of the public service, which is altogether a phrase, a concept, a system and a juridical notion which may be potentially relevant to the radiotelevision phenomenon. Once given, these definitions will allow constructive approach to the audiovisual communication process. In this respect, the location and the incidence of the public service, in relation to both actors and means of the audiovisual activity, will be considered. The second part deals with the venture of audiovisual communication. After describing the low process during which the management principles of the latter slowly evolved from the state owned to private management, the present thesis tackles the. . .

Ce travail se propose d'etudier l'evolution de l'idee de service public en matiere de communication audiovisuelle, afin de juger de son role et de son bien-fonde, depuis l'apparition de la radio et de la television en france la premiere partie, consacree a l'activite de communication audiovisuelle, aborde des questions preliminaires de definitions permettant la mise en evidence des differents aspects du service public qui, en tant que qu'expression, concept, systeme et notion juridique, interesse directement le secteur de la radiotelevision. Une fois donnees, ces definitions vont permettre une approche constructive et schematique du processus de mise en oeuvre de l'activite de communication audiovisuelle. Ce sera a ce titre que la place et l'incidence service public, au niveau des acteurs et des moyens de l'activite audiovisuelle, seront considerees. La seconde partie s'interesse a l'entreprise de communication audiovisuelle. Apres la mise en evidence du lent processus de publicisation puis de privatisation des modes de gestion de ce secteur d'activite, la these aborde les questions relatives a l'expression des principes de continuite, d'evolution, d'egalite. . .
