Reboisements et aménagement de l'espace : l'exemple de la province de Huesca, Espagne

Concerned with the dagradation of a "naturel" environment situated uphill from important hydraulic installations and anxious to protect it, the spanish state developed in northern aragon, in the last half of this century, a systematic policy of reforestation. The new woodland issued from this policy can be defined as a "system" with its own dynamics, whose poorly mastered expansion raises problems. In offering temporary jobs, and hindering or preventing the traditional pastoral movements, reforestation has accentued the perturbations places and people had already suffered from through the opening up of upper aragon area to the market economy, and has played a part in the present sectoring of the province of huesca. To-day, the aragon "region" can hope to integrate the pure product of a state-controlled, centralized conception of land planning within the context of a more harmonious and global program of forest planning.

Au cours du dernier demi-siecle, l'etat espagnol soucieux de proteger un environnement "naturel" tres degrade et situe en amont d'importantes realisations hydrauliques a developpe, en aragon septentrional, une politique systematique de reboisement. Le nouvel espace forestier auquel elle a donne naissance peut etre defini comme un " systeme" possedant sa propre dynamique et dont l'extension mal maitrisee pose probleme. Les reboisements, en offrant des emplois ephemeres, en genant ou interdisant les mouvements pastoraux traditionnels, ont ajoute aux perturbations induites pour l'espace et la societe par l'ouverture du haut-aragon a l'economie de marche et participe a la sectorisation actuelle de la province de huesca. La "region" aragon peut esperer integrer aujourd'hui, dans le cadre d'une planification forestiere plus harmonieuse et plus globale, le pur produit d'une conception etatique et centralisee de l'amenagement.
