The district concerned does not depend on the statistician's action, neither on the sociologists, nor on the action from the local council. The district which is being studied is the one suggested in the approaches made by the town planners who actually intervened in the planning of the town of poitiers (department of vienne, france) between 1928 and 1986. The geography and history of this city (83 000 inhabitants) showed their impact on the conception of new districts of the town planners in charge. Six different kinds of approaches are analysed and identified-the 1930's -the district extension scheme designed by agache reveals the two following approaches : the zoning plan and the urban art. - the 1940's - the health and fonc- tionnal principles were a guide to the author of the distressed area to rebuild - the 1950's - within the construction of the new housing estates, the architects slowly abandonned the planning of "close" estates for a new type of building arrangement "in line". - the 1960's -the planning of the "zup des couronneries" was inspired from the national standards of equipement and resulted from an overall plan made at the district scale. -the 1970's- the approaches established for the conception of the "zac de beaulieu" were influenced by the search for the good stan- dard of living. - the 1980's - the futur building project of the "saint-eloi" district reflects the return to urbanity. The district which represents a technical plan of space organisation, seemed at each stage, to be generated by a particular ap- proach of the town functions and by the influence of the equipment and shapes built within the space structure. Those approaches set in poitiers have been considered with the urban principles which are controling today's national production. Imila- rities and changes were made obvious. This retrospect analysis of the actual district expressed by a strict concern, underlines the originality of the "district project" approach raised at national level since 1984. This "district projec" which is an approach and not a procedure, assumes that the conduction of the town projects ; "the urban operations controle", should be applied localy and on a permanent basis. Le quartier dont il s'agit n'est ni le quartier des statisticiens ou des sociologues ni celui de l'action municipale. Le quartier objet de l'etude est celui propose dans leurs demarches par les urbanistes intervenus sur la ville de poitiers (vienne, france) entre 1928 et 1986. La geographie et l'histoire urbaine de cette ville (83 000 habitants) se sont imposees aux planificateurs charges de concevoir de nouveaux quartiers. Six types de demarches sont identifies et analyses. -annees 1930les quartiers du plan d'extension dessines par agache illustrent une double approche, le zoning et l'art urbain. - annees 1940 - des principes hygienistes et fonc- tionnels guident l'auteur du plan de reconstruction des quartiers sinistres - annees 1950 - dans la construction de cites nouvelles, les architectes abandonnent progres- sivement l'organisation en "close" pour un nouveau type de batiment, la "barre". - annees 1960 - l'organisation de la z. U. P des couronneries est inspiree des normes nationales d'equipement ; elle resulte de l'utilisation du plan de masse a l'echel- le du quartier. - annees 1970 - la recherche de la qualite de la vie impregne les demarches mises en oeuvres pour la conception de la z. A. C de beaulieu. - annees 1980 - le projet du futur quartier de saint-eloi traduit le retour a l'urbanite. A chacune de ces etapes, le quartier, schema technique d'organisation de l'espace, se revele etre genere par une approche specifique des fonctions urbaines, du role des equipe- ments et des formes baties dans la structuration de l'espace. Ces approches mises en oeuvre a poitiers sont comparees aux principes urbanistiques qui dominent la produc- tion nationale de l'epoque consideree. Des similitudes et des decalages sont mis en evidence. Cette analyse retrospective du quartier fortement marque par des preoc- cupations d'ordre formel souligne l'originalite de la demarche "projet de quartier" promue au plan national depuis 1984. Demarche et non procedure, le "projet de quar- tier" suppose que la conduite des projets urbains -la maitrise d'oeuvre urbaine- soit exercee localement et de maniere permanente. La recomposition de la ville qu'exige tout decoupage territorial en quartiers est dependante de ce renouvellement des pratiques de l'urbanisme.
