Développement économique et coordination des transports en Iran

The author has attempted to deal with the question of how to coordinate transportation and the needs of iranian economic development. The study is in three sections : in a first part, the impact of the natural environment on infrastructure, the population itself, and all available economic ressources are examined together with the influence of these on the creation of transport networks and on the localization of the population, in a word, potential demand. In the second part, transport networks, administrative problems and the intermodal distribution of traffic are analyzed ; in other words : transport supply. The third part concerns transport coordination and policy, and objectives. This study thus aims, in the perspective of the general economic and social development policies of iran : on the one hand - at hecking regional disequilibriom ; on the other, at seeking new re- sources while maintaining the fundamental balance of supply and demand. Finally, his remarks will be supported by the various analyses and economic concepts that deal with transportation problems and their implications using the theories of cost localization and tariffs in order to better define the reality of the country.

L'auteur a aborde le probleme de coordination des transports en concordance avec le besoin du developpement economique iranien. L'etude comporte trois volets : dans une premiere partie, l'impact du milieu naturel sur les infrastructures, le peuplement et les ressources economiques sont etudies ainsi que leur influence sur la creation des reseaux, la localisation de la population, en un mot la demande potentielle. Dans la deuxieme partie, les reseaux de transport, les problemes administratifs et la repartition inter-modale du trafic sont analyses, en un mot l'offre de transport. La troisieme partie porte sur la coordination et la politique generale du developpement economique et social de l'iran ; d'une part enrayer le desequilibre regional, d'autre part, rechercher de nouvelles ressources, tout en maintenant l'equilibre fondamental de l'offre et de la demande. Enfin, son propos sera soutenu par les differentes analyses et concepts economiques qui traitent des problemes de transport et de leurs implications en faisant appel aux theories de la localisation, du cout et de la tarification pour mieux cerner la realite du pays.
