Under-intergrated districts appear as the physical expression of segregationnist mode of production. Different logiary programms (b. M. O. Oujeh arous , sidi baba. . . ) has been engaged, but without the expected results. These programms have been oriented towards the creation of urbain markets, the reproduction of a part of the work-power and of a reformist way to cover the loging crisis. It is time that throughout the history of morocco, important socio-economic shakings have been produced,. . . Nevertheless, the sum total of the state policy has always fallowed the same path. All the solutions to eliminate the forms of the under-intergrated urbainincreases, proposed up to now, have not touched the core of the problem. If many families were able to leave certain under-integrated districts, and that the local anthorities have tried to avoid the birth of new concentrations, this could but to remedy only certain consequences. The problem of the under-integrated distrects remains entire and is getting worse.

Les quartiers sous-integres apparaissent comme l'expression physique d'un mode d'appropriation segregationniste des moyens de production. Differents programmes (b. M. O. Oujeh arous, sidi baba. . . . . . . ) de logements ont ete engages sans resultats satisfaisants. Ces programmes ont ete orientes vers la creation de marches urbains, la production d'une partie de la force de travail et d'une facon reformiste pour pallier a la crise de logement. Il est exacte que tout a long de l'histoire du maroc se sont produits d'importants bouleversements socio-economiques pourtant dans l'ensemble, la politique de l'etat a toujours suivi la meme ligne. Toutes les solutions proposees jusqu'a present pour lutter contre les formes de croissances urbaines sousintegrees ne sont pas allees au fond du probleme. Si plusieurs familles ont pu quitter certains quartiers sousintegres et que les autorites locales ont essayes d'empecher la genese de nouvelles concentrations. Cela n'a pu que remedier a certaines consequences. Le problemes des quartiers sous-integres. Reste entier et ne fait que s'aggraver.
