This research, based on the works by l. Sfez who studied decision-maked processes, aims to demonstrate that all urban action is a multi-rational practice. One must thus not only take into consideration the funtional logics of an urban policy, but also analyze the rationality of idea-creating authorities, including those of the imaginary, which are part of al action. We have approached the study of the image as an acin the various production and organizational processes of socio-spatial entities. To to acheive this aim, we have considered that all urban action can be studied trough the account, produced bu urban policy, which it created. An account is a homogeneous entity in wuich, as p. Ricoeur put it "is thesetting up an intrigue". We have examined the example of tours, quite typical in many ways, especially as the mayor has been in office for many years, and that his spatial ideology has remained inchanged, the first part, "the dynamic of the city" supplies the indispensable data needed for the comprehension of the image of the city. The second part analyzes "the fundamental structure of the image of tours" wich are historical, geographical and political and wich have a triple function to perform: provide an identity, to explain and to be tools. The third part illustrates how these structures are part of the accounts and how they give it its political and social efficiency by linking action to the heritage of local images trough the historical narrative. Cette recherche entend montrer, s'inspirent des travaux que l. Sfez a consacre a la decision, que toute action urbaine est une pratique multi-rationnelle. On ne doit donc pas se contenter de prendre en compte les logiques fonctionnelles d'une politique urbaine, mais egalement analyser les rationalites des instances ideelles, y compris celles de l'imaginaire, qui s'investissent dans toute action. Nous avons ainsi tente l'etude de l'image en acte dans les processus de production et d'organisation des formations socio-spatiales. Pour realiser cet objectif nous avons considere que toute action urbaine peut s'etudier par le recit qu'elle fait naitre, produit par les acteurs de la politique urbaine. Un recit, c'est a dire un ensemble homogene ou s'opere ce que p. Ricoeurnomme" la mise en intrigue". Nous avons retenu le cas tourangeau , a bien des egards exemplaires, notamment par la longevite du pouvoir municipal de j. Royer et la perennite de son ideologie spatiale. La premiere partie, "dynamiques de la ville" fournit les donnees referentielles indispensables a la comprehension de l'image. La seconde analyse "les structures fondamentales de l'image de tours". Celles-ci, l'historienne, la geographique, la politique, possedent une triple fonction identitaire; explicative, instrumentale. La troisieme partie montre comment ces structures s'investissent dans le recit de l'action et lui donnet une bonne partie de son efficacite politique et sociale en reliant l'action au patrimoine d'image local (cf, l'importance du recit historique). Cette derniere partie se termine par l'etude du modele territorial qu'on peut extraire de l'image de tours.
