L'évolution récente de l'institution scolaire et de la carrière enseignante au Rwanda : évaluation d'ensemble

The aim of this study is to assess the evolution of the school system and the teaching profession in rwanda. The analysis based on socio-historical data, essentially covers the present period from the mid-seventies onwards. It mainly deals with the general structures of the educational system and the global aspects of the educational contents and teachinglearning conditions. Using a sociological and pedagogical approach, the present study tries to answer to the following question : "who has regularly organized the school system in rwanda, for whom, why and how ?" by putting special emphasis on the training and management of human resources ; the study assesses the role which rwandese teacher has played in building the educational system, process in which he has gradually become one of the main actors. The analysis is divided in two major parts. The first one traces the historical development of the system from the first war to the end of the seventies. The second part more specifically deals with the new system which is the result of the educational reform of 1979. It not only presents the general orientations of this reform but analyses in more detail, the role of the teacher, the major problems that occured, the positive side of the reform project and the major pitfalls to avoid in order to bring it to a good end

Ce travail est un essai d'evaluation de l'evolution de l'institution scolaire et de la carriere enseignante au rwanda. Sur base des donnees socio-historiques, une analyse de cette evolution est davantage faite pour la periode allant de la moitie des annees 70 jusqu'aujourd'hui. Cette analyse porte essentiellement sur les structures generales du systeme educatif rwandais sur l'examen global des contenus et des conditions d'encadrement. Avec une approche sociologique et pedagogique, la presente etude tente de repondre a la question : "qui a regulierement organise le systeme scolaire rwandais, pour qui, pourquoi et comment". . . En mettant l'accent sur l'exploration du systeme de formation et de gestion des ressources humaines. Aussi est-il fait une estimation de la place que l'enseignant rwandais occupe dans le systeme dont il a progressivement ete l'un des principaux edificateurs. Ce travail comprend deux principales parties. La premiere relate l'historique du systeme depuis la premiere guerre mondiale jusque vers la fin des annees 70. La deuxieme partie parle specifiquement du nouveau systeme tel qu'il a ete instaure a partir du projet de reforme de 1979. Outre la presentation de l'esprit general de cette reforme, cette seconde partie met en exergue la place de l'enseignant, les principaux problemes poses, le cote positif du projet ainsi que les ecueils a eviter pour tenter un heureux aboutissement
