Abstract EN:

The political developments in cameroon from 1884 to 1987 have made it possible, no-one can prove the contrary, to obtain (very) positive global results. In fact, cameroon's economic and social climate has not stopped changing since 1884. Originally under german occupation, the modernisation of cameroon has continued under protective and representative regimes and has been improving since 1960 through the a mic political policies. However, this satisfaction at a national level no longer agrees with a regional plan where the instalation of a modern economy has always wonsened the natural disparities (with a few exceptions) which, in principle, it toys to reduce. Even the political policies, in force since independence, despite the determined efforts of the government, was not, and is not, able to achieve the balanced national growth nor the social justice to change the tendence for development and growth inherited from colonisation. The realisation of these errors made since 1960 by the political in 1976 which had organised the political and regional development has made no difference to the problem of regional disparities in cameroon. The end of the seventh quinquennial will allow judgement on the effects of these politics on regional developments to be made. The durability of regional disparities may be understood even less as the regional and economic potentialities are fairly important in cameroon.

La politique d'amenagement mise en place au cameroun en 1960, n'est pas, quoiqu'en pensent certains theoriciens d'amenagement du territoire, la seule que ce pays ait connue au cours de son histoire. Les etats coloniaux avaient en effet pratique des politiques d'amenagement qui s'appliquaient exclusivement aux regions pericotieres, riches et exploitables a peu de frais. Ceci au detriment des regions interieures. Commence en 1884 par les allemands l'amenagement du cameroun s'est poursuivi apres la defaite germanique de 1916, par les francais et les anglais jusqu'a 1960. Dans leur ensemble, les politiques coloniales d'amenagement avaient aggrave les inegalites dans tous les domaines. C'est donc pour attenuer les disparites instaurees par les regimes coloniaux que la politique de planification economique et sociale a ete mise en place au lendemain de l'independance, par les autorites camerounaises. Mais, depourvues des moyens propres de financement des objectifs de planification, les autorites du cameroun independant se sont trouvees dans l'obligation de mener la meme politique d'amenagement que leurs predecesseurs qui continuent a tenir la direction economique au cameroun. Ainsi, en 1987 comme en 1960, les disparites regionales caracterisent toujours ce pays.
