La gestion de l'information géographique dans la réorganisation cadastrale en Bulgarie

The present thesis investigates the place of the geographic information in the cadastral reorganisation process in Bulgaria. The first part is dedicated to the study of the legislative frame, the former and the new one, which allows to apprehend the stakes in the objective to reach ; the second part goes on with a territorial research at a local lever to detect how the existent system operates as well as to measure the impact of the current experiences. The specific role of the bulgarian cadastre as a tool for an urban and territorial management is underlined as well as the one of the municipal technical services, which constitute true geographic information moving plates. The implementation problems of the cadastral information systems are synthetised in the third part. The last part suggests some transitory measures to be improved in the municipalities , in order to reduce the collaboration gaps between a recently created Cadastre Agency and the municipal technical services in charge of the updating of the plans ans cadastral registers at the moment.

La présente thèse explore la place de l'information géographique dans le processus de la réorganisation cadastrale en Bulgarie. La première partie est consacrée à l'étude du cadre legislatif, l'ancien et le nouveau, ce qui permet d'appréhender les enjeux des objectifs à atteindre ; la deuxième partie poursuit la recherche sur le terrain, à niveau communal , afin de déceler les problèmes du fonctionnement du système en place ainsi que de mesurer l'impact des expériences en cours. Le rôle spécifique du cadastre bulgare en tant qu'outil technique de gestion urbaine et territoriale est mis en évidence ainsi que celui des services techniques municipaux qui représentent de vraies plaques tournantes d'informations géographiques. Les problèmes de la mise en place des systèmes d'information cadastrale sont synthétisés dans la troisième partie. La dernière partie propose quelques mesures transitoires à mettre en place dans les communes, visant à combler les lacunes dans la collaboration entre l'Agence du cadastre recemment créee et les services techniques municipaux chargés de la mise à jour des plans et registres cadastraux jusqu'à présent.
