La place de la personne handicapee dans la societe algerienne. Propositions pour son integration socio-professionnelle

The rechearch shows, through the social representation of handicap in the algerian society, the importance of systems of thought and mental states. The upheaval of this society since its independance has, under the presure of new historical, material and ideal circumstances, considerably influenced the discourse on handicap. But psychological, cultural, economic and social resistances converge and provide explanations which remain weak. With the difficulty of adaptation of the handicapped to the changing norms of social life and the equivocal role of specialized institutions (integrative segregative), the incapacity of the algerian society to integrate the handicapped person with her difference while providing her in actual facts with her right to social and professional insertion is put into evidence. The changes in social evolution induce, inversely to what was expected, an exclusion of the handicapped. Under the pressure of an imitative social evolution, an ethical, religious and community system of effacement whereby to the family responsability over the handicapped is substituted that of the institution, is put into place.

La recherche montre, a travers la representation sociale du handicap dans la societe algerienne, le poids ses systemes de pensee et des mentalites. Le bouleversement de cette societe depuis son independance a, sous la pression de nouvelles circonstances historiques, materielles et ideelles, considerablement influence le discours sur le handicap. Mais les resistances psychologiques, culturelles, economiques et sociales convergent et apportent des explications qui restent toujours faibles. Avec la difficulte d'adaptation des personnes handicapees aux normes de la vie sociale en mutation et le role equivoque (integratif segregatif) des institutions specialisees, l'incapacite de la sociege algerienne a integrer la personne handicapee en tant que telle dans sa difference tout en lui garantissant dans les faits son droit a l'insertion sociale et professionnelle est mise en evidence. Le changement repere dans l'evolution sociale induit, inversement aux attentes, une marginalisation des personnes handicapees. On accede ainsi, sous la pression d'une evolution sociale imitative, a un systeme d'effacement ethico-religieux et ethico-solidaire ou se substitue, a la prise en charge familiale celle de l'institution specialisee.
