Analyse du bilan de compétences par ses acteurs : approche ethnographique d'un CIBC

After ten years of existence the CIBC, (assessment of competencies center) through them, the assessment of competence remains a vague device. To this day many social partners and therapists have been questioning the social usefulness of this process which is focused on the individual. Thanks to my status as an assessor since 1993 in a CIBC, i have attempted to achieve an endogenous analysis of this process such as it may be grasped by the three groups of actors involved: - the supervisors of the CIBC - the beneficiaries (the unemployed who come to the CIBC) - the public financiers (professional advisers of the ANPE) the prevailing themes of this research revolve around the following lines - the CIBC - the progress of the assessment - the function of the group leader in charge. - the beneficiaries (profile, expectations, answers) information has been collected from interviews, (and even at times with questionnaires) and observations. The theoretical framework which was selected to demarcate this work favours the ethnographic approach and the microsociological trends. In parallel with the fieldwork, comes in addition a bibliographical analysis in connection with statements related by indirect or direct actors of the CIBC. The aim of this work is to grasp a device from the interior so as to understand some, codes, risks, distributions of authorities and their articulations, and to find keys of the institution in order to make it more legible. Beyond this research what is at stake is the implication of the seeker/therapist, but also the quest of a meaning linked to a larger social function and the questions that derive from it

Apres dix années d'existence les CIBC, a travers eux, le bilan de compétences reste un dispositif flou. A ce jour nombreux sont les partenaires sociaux et les praticiens à s'interroger sur l'utilité sociale de cette démarche centrée sur l'individu. Dotée de mon statut d'animatrice - bilan depuis 1993 dans un CIBC, j'ai tente de réaliser une analyse endogène de ce dispositif tel qu'il se donne a comprendre par les trois groupes d'acteurs en présence : - les animateurs du CIBC - les bénéficiaires (demandeurs d'emploi reçus au CIBC) - les prescripteurs publics (les conseillers professionnels de l'ANPE)les thèmes saillants de cette recherche gravitent autour des axes suivants : - le CIBC - le déroulement du bilan - la fonction d'animateur - les bénéficiaires (profil, attentes, réponses) les informations ont été recueillies a partir d'entretiens, (à la marge de questionnaires) et d'observations. Le cadre théorique choisi pour baliser ce travail privilégie l'approche ethnographique et les courants microsociologiques. En parallèle au travail de terrain, vient se greffer une analyse bibliographique en relation avec les propos relates par les acteurs directs ou indirects du CIBC. L'objectif de ce travail vise à appréhender un dispositif de l'intérieur afin d'en comprendre, les codes, les enjeux, les répartitions de pouvoirs et leurs articulations. . . De trouver les clés de l'institution afin de la rendre plus lisible. Derrière cette recherche se joue l'implication du chercheur/praticien, mais aussi la quête d'un sens lié à une fonction sociale plus large et les questions qui en découlent
