Géopolitique de la réunification allemande : nation et territoire dans l'Allemagne réunifiée

The new territorial configuration of germany has resulted from a reunification carried out terms of precise representations of the national question. They correspond to strategic conceptions expanded in western germany since 1949, and they do not take into account the new perceptions of the nation. The main debate on the nation and the german identity has been left out by the reunification process but crops up, in an indirect way, when other debates arise, for instancen, on the gulf war, xenophobia, or the right of asylum. Conseqauently the concept of german nation now covers geopolitical representations which are sometimes antagonistic. Those differences are all the more acute as they correspond to deep socio-economic disparities over the federal territory, the latter being obvious in the lander. The reunification shows that the national ethnic conception has been overtaken by evolution of representations where the territory criterion has acquired a prominent place.

La nouvelle configuration territoriale de l'allemagne est le resultat d'un processus de reunification effectue en fonction de representations precises de la question nationale. Celles-ci correspondent aux conceptions strategiques developpees depuis 1949 par la rfa, et ne prennent pas en compte les perceptions nouvelles de la nation. Le debat essentiel sur la nation et l'appartenance allemande a etre evacue par le processus de reunification, mais reapparait, de maniere indirecte et transferee, a l'occasion d'autres debats, engendres par la guerre du golfe, la xenophobie, ou la reforme du droit d'asile. Il en ressort que l'idee de nation allemande recouvre a l'heure actuelle des representations geopolitiques parfois antagonistes. Ces differences sont d'autant plus fortes qu'elles correspondent a des disparities socio-economiques profondes sur le territoire federal, qui sont bien visibles a l'echelle des lander. La reunification montre que la conception nationale ethnique est depassee par l'evolution des representations, dans lesquelles le critere territorial a pris une place decisive.
