In syria the public industrial sector is generally considered as the principal vector of industrialisation and social change. Starting march 8, 1963, planification has been adopted as the means to implement the strategy of economic and social development. Economic balance is then based on the ability to regulate as best as posible the production units which compose the public industrial sector. In fact, to ensure this balance decision-making at the basis of the units of production has been limited. Reason : if regu lation had been completely effected at the level of the entreprise there was the risk of its being limited to its own interest only without sufficiently taking into account the "general interest of country" a notion which is, in itself, difficult to define, even more to apply.

En syrie, le secteur public industriel (s. P. I. ) est generalement considere comme le principal vecteur de l'industrialisation et du changement social. A partir du 8 mars 1963, la planification a ete adoptee comme moyen d'appliquer la strategie du develop pement economique et social. L'equilibre economique est alors fonction de la plus ou moins grande capacite a reguler correctement les unites de production composant le s. P. I. En fait, pour assurer cet equilibre, on a limite le pouvoir de prise de decision a la base de l'appareil productif; car si la regulation avait ete completement effectuee au niveau de l'entreprise elle-meme, elle risquait d'etre limitee seulement a son interet propre sans tenir duffisamment compte de "l'interet general du pays", notion de son cote extremement difficile a definir et a fortiori a mettre en oeuvre.
