L'evolution de l'experience autogestionnaire en yougoslavie : mythes et realites

The aim of this study is to specify the main economic and social problems facing yugoslavia, as well as to analyse the predominant contradiction between the institutional framework that provides the legal support for the extension of self-management in every social level on one hand, and the appearence of bureaucratic and technocratic tendencies on the other, the effect of which is to continuously refute in practice the evolution and completion of the real socialist transformation of the yugoslav society. Naturally, these subjects are closely associated to the analysis of the "double" transitional process of the yugoslav society (during the period of 1945-1986), passing from a low to a higher level of economic development and from a centralized organization to a self-managed and decentralized model of direction and coordination of social decisions. According to the conclusions of our research, this "double" transitional process was not achieved, because of the conflicts opposing the different groups of interests and the strong antagonism existing between the local bureaucraties of the republics and autonomous provinces provinces. Therefore these conflicts that were declared in the multi-national yugoslav federation and the impossibility to create a social consensus caused the rise of a polycentric polyarchy - composed by opposed social elites - and the establishment of an unstable and long-term in- efficient economic system.

Le but de notre etude est de presenter les principaux problemes economiques et sociaux que rencontre la yougoslavie, ainsi que l'analyse de la contradiction fondamentale qui existe entre le cadre institutionnel qui promulgue legalement l'extension de l'autogestion a tous les niveaux sociaux et l'apparition des tendances bureaucratiques et technocratiques qui tentent continuellement a annuler en pratique l'evolution et l'integration de la transformation veritablement socialiste de la societe yougoslave. Evidemment, les sujets ci-dessus sont etroitement liees a l'analyse du "double" processus de transition de la societe yougoslave (pendant la periode 1945-1986), passant d'un faible a un plus haut niveau de developpement economique et d'une organisation etatique centralisee a un modele de direction et de coordination des decisions sociales autogestionnaire et decentralise. Selon les conclusions de notre recherche, ce "double" processus de transition ne put s'accomplir, a cause des conflits entre les divers groupes d'interet et du grand antagonisme qui existait entre les bureaucraties locales des republiques et des provinces autonomes. Ainsi ces affrontements et ces conflits au sein de la federation yougoslave polyethnique et l'impossibilite a creer un large concensus social ont provoque l'apparition d'une polyarchie polycentrique - composee d'elites sociales antagonistes- et l'etablissement d'un systeme economique instable et inefficace a long-terme.
