Abstract EN:

The failure of moroccan regional economic organization since 1971 is obvious : interregional as well as regional disparities have widened. Due to the impossibility of establishing regionalism, a substitute local development has been tempted. However, local affairs are badly managed, local entities are incompatible with the structure of traditional organizations, and the government's delays confirm that decentralized development remains an illusion. A new regional policy is outlined and it is assessed within this thesis in relation ot a difficult dependent economy. Although the reinstated regional dimension offers certain difficulties, it remains possible and necessary. As a result, the regional policy can only accompany the national economic strategy by the use of a decentralized planning medium.

L'echec de l'organisation economique regionale du maroc, issue de 1971, devient patent. Les disparites inter et intraregienales se sont creusees. Devant la difficulte de la regionalisation, un eventuel developpement local a ete aborde, or, la malgestion des affaires locales, l'incompatibilite de l'entite locale avec les formes d'organisation traditionnelles et les atermoiements de l'etat, vont affermir l'impossibilite d'un illusoire developpement decentralise. Il s'agissait ensuite, d'evaluer la nouvelle dynamique regionale, esquissee, a la lumiere des difficultes propes a une economie dependante. La dimension regionale rehabilitee, presente encore des difficultes certaines, mais reste pourtant possible et necessaire. Vue sous cet angle, la politique regionale, ne peut etre qu'une politique d'accompagnement des choix economiques nationaux, par le biais d'une planification decentralisee.
