This thesis proposes a synthesis and extensions of the intertemporal approaches of the budget policy in open economy. A significant characteristic of these approaches is that they explain the external position (balances of payments) of an economy in terms of optimal behaviors of the consumers subjected to intertemporal budgetary constraints and in terms of optimal intertemporal behaviors of the firms. The fiscal policy, defined mainly like a policy of public spending financed by a lump tax taken on the consumers, can have very different effects according to the approach, the structure and particular assumptions of each model.

Cette thèse propose une synthèse et des extensions des approches intertemporelles de la politique budgétaire en économie ouverte. Une caractéristique importante de ces approches est qu'elles expliquent la position externe (balance de paiements) d'une économie en termes de comportements optimaux des consommateurs soumis à des contraintes budgétaires intertemporelles et en termes de comportements intertemporels optimaux des entreprises. La politique budgétaire, définie principalement comme une politique de la dépense publique financée par une taxe forfaitaire prélevée sur les consommateurs, peut avoir des effets très différents selon l'approche, la structure et les hypothèses particulières adoptées de chaque modèle.
