The present scientific approach proposes the treatment of three major objectives. First, it aims at presenting in a practical way the knowledge based economy and the territorial intelligence, by exposing their characteristics. The territorial intelligence is a particular form of economic intelligence, and not the other way around. Thus, it was formed by modifying the dimension and particularities of the space of action of the economic intelligence, making the transition from an organization to a territory. The territorial intelligence does not limit territorial development to economic growth or economic competition, not considering the territory as a market, a place of competition. The second main objective of the paper is the comparative analysis of two European regions, in terms of the degree of implementation of territorial intelligence. In this regard, the region of Nord-Pas-de-Calais, respectively Bucharest and Ilfov County, united under the umbrella of the Bucharest Metropolitan Area project were considered for the analysis. The method of analysis used is a derived form of the PESTEL analysis, respectively the STEER analysis. It aims at identifying 40 social, technological, economic, ecological and regulatory factors that have been scientifically grounded on the 6 principles of territorial intelligence and is looking towards illustrating the good practices existing within the analyzed regions, highlighting the differences existing and formulating solutions to reduce the gap, by adapting existing good practices. The final objective of the paper is the proposal of collaborative platforms concepts, that would increase the processes of knowledge creation, treatment and sharing, would ensure decision-making, would simplify the transition process to the knowledge-based economy, and eventualy, would promote the development of economic activities on the principles of sustainable development.

L'approche scientifique actuelle propose le traitement de trois objectifs majeurs. Premièrement, il vise à présenter de manière pratique l'économie fondée sur la connaissance et l'intelligence territoriale, en exposant leurs particularités. L'intelligence territoriale est une forme particulière d'intelligence économique, et non l'inverse. Ainsi, il s'est formé en modifiant la dimension et les particularités de l'espace d'action de l'intelligence économique, en faisant la transition d'une organisation à un territoire. L'intelligence territoriale ne limite pas le développement territorial à la croissance économique ou à la concurrence économique, ne considérant pas le territoire comme un marché, un lieu de compétition. Le deuxième point de l'article est l'analyse comparative de deux régions européennes, en termes de degré de mise en œuvre de l'intelligence territoriale. À cet égard, la region Nord-Pas-de-Calais, respectivement Bucarest et le département d'Ilfov, ont été regroupés sous l'égide du projet de la Zone Métropolitaine de Bucarest. La méthode d'analyse utilisée est une forme dérivée de l'analyse PESTEL, respectivement l'analyse STEER. Il vise à identifier 40 facteurs sociaux, technologiques, économiques, écologiques et réglementaires scientifiquement fondés sur les 6 principes de l'intelligence territoriale et vise à illustrer les bonnes pratiques existant dans les régions analysées, en soulignant les différences solutions existantes et formulées pour réduire l'écart, en adaptant les bonnes pratiques existantes. L'objectif final du document est de proposer des concepts de plateformes collaboratives pour augmenter les processus de création, de traitement et de partage des connaissances, pour assurer la prise de décision et pour simplifier le processus de transition vers l'économie du savoir, et implicitement, pour assurer le développement d'activités économiques sur les principes du développement durable.
