Choix prives, choix publics : limites et alternatives dans le cadre communal

This study aims at specifying the bases of public and private choices and their domains of application, by comparison of the institutions, in the french communal framework. After defining needs, goods and services, the bases of private choices (individual, and voluntary collective) and public choices are analysed. This study propounds a special analysis of the "club" action. An experiment on the free rider phenomenon is also conducted. The possibility of a "mixed action", propounded by j. M. Buchanan, is studied and diminished. The study emphasizes the juridical and institutional constraints in the french communal framework and their impact on the choices of the mode of management for the communal public services. The developped theories are applied to a special domain : the urban housing development.

Cette etude vise a preciser les fondements des choix publics et prives et leurs domaines d'application, par comparaison des institutions, dans le cadre communal francais. Apres avoir defini besoins, biens et services, les fondements des choix prives (individuel, et collectif volontaire) et publics sont analyses. Cette etude propose une analyse particuliere de l'action associative. Une experience est egalement menee sur le phenomene du passager clandestin. La possibilite d'une action mixte, proposee par j. M. Buchanan, est etudiee et relativisee. L'etude souligne les contraintes juridiques et institutionnelles imposees dans le cadre communal francais et leur impact sur les choix de mode de gestion des services publics communaux. Les theories developpees ont ete appliquees a un domaine particulier : l'amenagement urbain.
