The basic purpose of this thesis is to make and attempt at research and an analysis on a sector contribution to the economic development of the developing countries. In the case of the electricity sector, with the help of which the analysis are illustrated, the ail is to show in a constructive manner, that through its specific characterist and the choice of its investments, this secotr can, contrary to the observed results better contribute to the economic development of these countries. Considering that in the first phase, with its specific and the ultra-stimulating capacity of this line of activity we are trying to demonstrate the space and temporal disparity of its contributions to the economic growth process. This disparity leads us to the conclusion, that the electricity sector as all other stimulating sectors (fr. Perroux's sense) does not have any specific properties which it can by its sole existence transform the economic sphere in which it is included. In the second phase that the choice of electricity investments with a view of expansion, we are attempting to show how difficult the traditional methods of analysis are obtained by examining more particularly the methods of mathematical programming and through this device the effects

L'objectif fondamental de cette these est de faire un essai de recherche et d'analyse sur une contribution sectorielle au developpement economique dans les pays en voie de developpement. Dans le cas du secteur electrique a l'aide duquel elles sont illustrees le but precis est de montrer, de maniere constructive, qu'a travers ses proprietes specifiques et le choix de ses investissements, ce secteur peut, contrairement aux resultats observes dans les analyses illustratives et retrospectives, mieux contribuer au developpement economique dans ces pays. En considerant dans un premier temps la specificite et le caractere ultra-entrainant de ce secteur d'activite nous essayons de montrer les disparites temprelles et spatiales de sa contribution dans le processus de croissance economique. Ces disparites nous permettent de conclure que le secteur electrique comme d'ailleurs tout autre secteur entrainant (au sens de fr. Perroux) ne possede pas de proprietes specifiques de transformer par sa seule existence l'espace economique au sein duquel il s'insere. Dans un second temps, le choix des investissements electriques dans une opitque de developpement nous tentons de montrer les dificultes qu'expriment les methodes
