The processing of sea products dates back to antiquity but the industrialization of this activity began only a century ago. The changes underway - decline in the natural resource base, industrial restructuring, new technologies, modification of distribution networks,. . . - have attracted the attention of analysts as well as political decision-makers. The development of this industry is important for the future of ec fisheries. The sectoral analysis undertaken in this dissertation allows the operation of the seafood processing industries (spi) to be understood in the context of recent economic theories. The topics covered concern international economic relations as well as the dynamics of a particular industry based on tenewable resources. The central question is to estimate how the process of european integration can affect both the tendency towards globalization and the specialization of spi in the ec. The analysis of this question requires inputs from different disciplines and has led to the use of systemic analysis. Set in an historical context, the interaction between the intenational action of firms and the institutional framework determines the nature of specialization of the european spi an thence the definition of a seafood processing meso-system within the european community.

Si la transformation des produits de la mer est pratiquee depuis l'antiquite, l'industrialisation de cette activite date d'un siecle seulement. Les mutations en cours depuis une decennie - rarefaction des ressources naturelles, restructurations industrielles, nouvelles technologies, modification des reseaux de distribution,. . Suscitent l'interet des analystes comme celui des decideurs politiques. Les enjeux du developpement de cette industrie sont importants pour l'avenir des peches communautaires. L'analyse sectorielle menee a fourni l'occasion d'interpreter le fonctionnement des industries halio-alimentaires (iha) au regard de recentes theories economiques. Les themes abordes concernent en particulier les relations economiques internationales ainsi que la dynamique d'une industrie particuliere fondee sur l'exploitation de ressources renouvelables. La question centrale consiste a determiner comment les modalites de l'integration europeenne appliquees aux iha peuvent inflechir la tendance a la mondialisation et reguler en partie le processus de specialisation de ces industries dans la cee. La conjonction des differentes disciplines auxquelles se refere le traitement de cette question a motive le recours a l'analyse systemique. Le resultat de la confrontation entre l'action internationalisee des firmes et l7encadrement institutionnel au sens large forge ainsi la specialisation des iha europeennes et, partant, l'identite d'un meso-systeme halio-alimentaire au sein de l'espace communautaire.
