The thesis gives a meaning of commercial policy in sub-saharan africa with a political economy approach inspired from max weber' metholdological works. The extent of the shift between theoretical perceptions and complex realities has been reveald by the simultaneity of studies and fields works on the one hand and by the analysis of the discursze of the international organisations on the other hand. This shift urge for a new meaning of the commercial protection by using the concept iof its "formation" (opposed at its "building") by all the actors : the commercial policies can nowadagys be caracterised by the subtle, changing and ambigous game between protection and lack of protection where relations of power take an important role. The coherencs of these policies lie in non economic fields and particularly in the political one. Because the reforms and their implementations don't reach the political and historical bases of these practices, the adjustement programs failed in inducing a rupture.

La these propose une signification de la politique commericale exterieure en afrique subsaharienne a partir d'une demarche d'economie politique inspiree des travaux methodologiques de max weber. L'ampleur des decalges entre percdeptions theoriques et realites complexes nous est apparu a travers la poursuite simultanee, d'une part, d'etudes et de missions de terraion qui nous ont, chacune, apportee une perception originale de la protection en afrique et, d'autre part, de reflexions theoriques sur le discours des institutions internationales et sur la construction des indicateurs qu'elles utilisent. Cxe decalage nous a incite a proposer une nouvelle signification de la protection a partir de sa "formation" par l'ensemble des acteuyrs : il apparait ainsi que la politique commerciale exterieure en afrique peut etre aujourd'hui caracterisee par le jeu subtil, mouvant et ambigu entre protection et absence de protection ou les relations de pouvoir tiennent une place importante. Les enjeux et coherences de ces politiques economiques se situent aujourd'hui essentiellement dans les domaines non economiques et particulierement dans le champ politique. Dans la mesure ou les reformes et leurs instruments n'arrivent pas a atteindre les fondements politiques et histroiques de ces pratiques, ceci explique les echecs des ajustements a provoquer la rupture souhaitee.
