Etat et privatisation : aspects du rééquilibrage entre le secteur public et le secteur privé au Brésil

This thesis is an analysis of the privatization of public enterprise process in brazil, since 1979 until the end of the year of 1993, and also an analysis of the rebalance between public and private sectors in that country. First chapter reflects an effort of treating the theoretical aspects of the subject, especially on the relationship between the state and the market, on public enterprises and on privatization itself. Second chapter studies privatization processes on Latin America, with high light on some countries studies as chili, Argentina and Mexico. Third and fourth chapters are dedicated to establish a periodization of privatization process in Brazil. Finally, fifth chapter analyses the relationship between public and private sectors from the results of an inquest made by Getulio Vargas foundatio, from Rio de Janeiro, on the 500 biggest productive companies in Brazil. As conclusion, on can verify that Brazil did not accomplish the privatization of the most important of its public enterprises, even if it has started this process in the end of seventies.

Il s'agit d'une analyse portant sur le processus de privatisation mené au Brésil depuis 1979 jusqu'en 1993, ainsi que du processus de rééquilibrage vérifie entre le secteur public et le secteur privé. Le premier chapitre porte sur une analyse des cadres théoriques du sujet étudie, en particulier sur les rapports existants entre l'Etat et le marché, sur les entreprises publiques et sur la privatisation. Le deuxième chapitre est consacré à étudier les cas de privatisation en Amérique latine, en particulier le cas du chili, de l'argentine et du Mexique. Finalement, les trois derniers chapitres font partie de la deuxième partie de la thèse. Le troisième chapitre est dédié à la périodisation de la privatisation jusqu'en 1990, pendant que le quatrième chapitre établi la périodisation a partie de cette date jusqu'en 1993. Le cinquième chapitre enfin analyse les rapports existants entre le secteur public et le secteur prive à partir d'un échantillon de l'enquête menée par la fondation Getulio Vargas, de Rio de Janeiro, sur les 500 plus grosses entreprises productives du pays. A la conclusion, on se rend compte que le Brésil a pris beaucoup de retard à établir son programme de privatisation, par rapport aux autres pays d'Amérique latine.
