This thesis focuses on the networking enterprises, and, more particulary, to france telecom. It analyses how output and resource allocation methods are affected by exposure to competition. The particular model traditionnally used is one of administered resource allocation usually based on a single product model produced and offers in quantity, with a context which is specific to the principle of service public in he framework of a monopoly. La the telecommunication field both the scale and variety of product is extensive as is rapid technological change permanent allow which added to the exposure to competition presents a need for a new growth model based on variety and adaptability which raises +tensions ; reflecting the merging of the need for managing the complexity of the new with the durability of the elements of the old model. The + administered ; model of resource allocation is contrasted with the new model of output allowing the identification of the critical dysfonctional aspects of the old model. The response is to decentralize and subcontract. These two concepts are analysed theorically to show that their termes of reference are varied which then need the resulting complex of new realities to be addressed. Analyses of types decentralization and subcontracting which establish the distinction between hierarchical decentralization and participative decentralization are undertaken. When cross referenced with the typologies of different contractual forms which have also been developed the two analysed features taken together allow for a more lucid examination of the difficulties of putting the new resource allocation methods into operation.

Cette these consacree aux entreprises de reseau et, plus particulierement, a france telecom, analyse les effets de l'ouverture a la concurrence sur les performances et les modes d'allocation des ressources. Au modele traditionnel des performances fonde sur la fourniture d'un produit unique (telephone) et offert en quantite, selon les principes propres au service public dans un contexte de monopole, correspond un mode + administre ; d'allocation. L'introduction de la concurrence et les transformations technologiques modifient l'offre des telecommunications autour d'une multiplicite de produits et de services relevant de la variete et de l'adaptabilite. Les dimensions marchandes et relationnelles s'accentuent dans le nouveau modele des performances en emergence. Ce dernier se caracterise par des +tensions; traduisant la perennite des performances traditionnelles et la complexite des nouvelles. L'analyse du nouveau modele des performances permet d'identifier les elements de crise du mode +administre; d'allocation. Les dysfonctionnements conduisent france telecom a engager des reformes. Les premieres vont dans le sens de la decentralisation et de la contractualisation. L'analyse theorique de ces deux notions a permis de montrer que leur contenu pouvait etre multiple et rendre compte de realites differentes. La distinction etablie entre la decentralisation hierarchique et la decentralisation participative et l'elaboration d'une typologie des differentes formes contractuelles permettent d'analyser les difficultes de mise en place d'un nouveau mode d'allocation des ressources.
