This research work involves a reflection on regional development with the idea that it could be enhenced, even amplified, by the use of a methodology. The first part analyzes the regional plan and the regulations developped after the world war ii and concludes that this method no longer reflects the contemporary economical and political context. That is why a new regulation mode is proposed : "the regional plan strategy" of which the second part develops the methodological foundation. This method is based on three fundamental principles (a global vision, a sensitive approach and a flexible method), and on a reading scheme for regional spaces which uses the teaching of complexity theory. This new regulation assumes the creation of a coordination system, and the choice for fundamental aims which give form to the regional objectives. The third part concerns the follow-up of the proposed method. The point is to elaborate an intentional strategy weaving strategically internal forces and weaknesses of the region as into external threats and opportunities, in order to bring out the borders for regional maneuvers. Uncertainty phenomena being accounted for, the regional future is conceived from hypothesis for which combinations are picture qualified. On the basis of this reflection, the regional strategy is built around three concepts : avoidance, confrontation and cooperation. This strategy is caracterized by its flexibility, its will for participation and by a strong freedom to initiate, left to regional agents. These characteristics allow the intentional strategy to grow by itself according to the evaluations made, so that the final strategy could be different from the initial one.

Ce travail de recherche consiste en une réflexion sur le développement régional avec l'idée que celui-ci peut être accompagné, voire amplifié, par l'utilisation d'une méthodologie. Trois parties composent cette thèse. La première partie analyse la planification régionale et les régulations développées durant les "trente glorieuses", et conclue que cette méthode ne correspond plus au contexte économique et politique contemporain. C'est pourquoi, on propose un nouveau mode de régulation "la stratégie de développement régional", dont la seconde partie développe les fondements méthodologiques. Cette méthode repose sur trois principes fondamentaux (une pensée globale, une approche sensitive et une méthode flexible), et sur une grille de lecture des espaces régionaux qui utilise les enseignements des théories de la complexité. Cette nouvelle régulation présuppose la création d'un organisme de coordination, et le choix de buts fondamentaux qui matérialisent les finalités de la région. La troisième partie s'intéresse au déroulement de la méthode proposée. Il s'agit d'élaborer une stratégie intentionnelle en réalisant un bilan stratégique des forces et faiblesses internes de la région comme des menaces et opportunités extérieures, afin de dégager les marges de manœuvres régionales. Compte tenu des phénomènes d'incertitude, l'avenir régional se conçoit à partir de jeux d'hypothèses ou chaque combinaison possible est qualifiée d'image. Sur la base de ces réflexions, la stratégie régionale est alors mise en œuvre autour de trois concepts : l'évitement, l'affrontement et la coopération. Cette stratégie se caractérise par sa flexibilité, sa volonté de participation et sur une forte liberté d'initiative laissée aux acteurs régionaux. Ces caractères permettent à la stratégie intentionnelle d'évoluer dans son contenu en fonction des évaluations réalisées, de sorte que la stratégie réalisée pourra être différente de celle conçue initialement.
