The evolution of the french sugar industry has been analysed for 25 years using a systemic approach. We have rejected the concept of "filiere" because of its defaults and we have replaced this by the concept of complex. The complex promotes the interrelations between the different actors without returning to a structural analysis. The complex is based upon the tryptych, system interrelation, organisation. This step promotes the interpretation of the method of structuring the development anal finally of the crisis of the sugar economy. . . Within its own organisational frame work. The crisis of the agro-sugar complex at the beginning of the eighties proceeds from the storage type developped bu the sugar capital. This storage type is full impressed of the organisational interventionism by nature structure of the complex. This crisis phenomenon has reinforced by external causes born of the expension and the exacerbation of the economical crisis at the world level. Face to this crisis the politic of the complex regulation is providing inadequate. Consequently a strategy of diversification has been established (bio-fuels, deposit file, sugar chemistry) but without many results now. In this context, the sugar capital establishes a politic of disengagement from this activity, through participation infirms which have new activities. These differents movements could be interpreted by critic of the complex itself through a modification of its organisational statute.

L'evolution de l'industrie sucriere francaise, depuis 25 ans, est analysee a travers une approche systematique. Nous avons rejete le concept de filiere, pour ses carences, et l'avons remplace par celui de complexe. Le complexe privilegie les interrelations entre les differents acteurs, sans les reduire a une simple relation de causalite et sans deboucher sur le retour a une analyse structurelle. Le complexe repose donc sur le tryptyque systeme, interrelation, organisation. Cette demarche favorise l'interpretation de la structure du developpement et enfin de la crise de l'economie sucriere. . . Dans le cadre organisationnel qui est le sien. La crise du complexe agro-sucrier du debut des annees 1980 emane du type d'accumulation developpe par le capital sucrier. Ce type d'accumulation est empreint de la structure organisationnelle de nature interventioniste du complexe. Ce phenomene de crise a ete renforce par des causes externes issues de l'extention et de l'exacerbation de la crise economique au niveau mondial. Face a cette crise, la politique de regulation du complexe s'avere insuffisante. Aussi une strategie de diversification a ete mise en place, (dossier des bio-carburants, sucrochimie) mais sans grands resultats actuellement. Dans ce contexte, le capital sucrier met en place une politique de desengagement de cette activite, a travers des prises de participation dans des firmes appartenant a des activites nouvelles. Ces differents mouvements pourraient se traduire par une remise en cause du complexe lui-meme, a travers une modification de son statut organisationnel.
