Le système économique vietnamien 1979-2000 : de la réforme à la transformation

We study the transformations of the Vietnamese economy from 1979 to 2000. It raises two main questions. The first one deals with the nature of the changes: is it a process of reform or a process of post-socialist transformation? The second one is about the economic system in 2000 : is it a form of socialism or a form of capitalism ? With the evolutionary and institutionalist approach that we have chosen, we use three elements in order to characterize an economic system: the political regime, the property rights configuration and the coordination mix. Thus, we emphasize how economic changes have an impact on bureaucratic hierarchy and on the waning of political power. This approach leads us to the conclusion that, from 1979 to 2000, the Vietnamese economic system has changed from socialism to a form of authoritarian capitalism. The Vietnamese experience is an example of an evolutionary path away from socialism, through economic reforms.

La thèse étudie les transformations de l'économie vietnamienne entre 1979 et 2000, avec deux questions principales. La première porte sur la nature du processus de changement : s'agit-il de réforme ou bien de mutation systémique ? La seconde porte sur le système économique en 2000 : s'apparente-t-il au socialisme ou au capitalisme ? L'approche évolutionnaire et institutionnaliste adoptée ici retient trois éléments pour caractériser un système économique : le régime politique, le régime de propriété et le mixte de coordination. Cette approche permet de comprendre comment les réformes économiques, en désagrégeant la hiérarchie bureaucratique, entraînent progressivement le déclin du pouvoir politique. La mobilisation de ce cadre analytique dans le cas du Viêt-nam montre qu'entre 1979 et 2000 le système économique passe du socialisme à un capitalisme autoritaire. La trajectoire vietnamienne illustre donc une voie graduelle de sortie du socialisme par les réformes économiques.
