The theme of the Ph. D. Thesis is the institutional and organizational phenomenon in the European Union (EU) and its eastern widening which are studied from the point of view of the institutional economic analysis. The author presents a critical assessment of the mainstream economic analysis which legitimates the European political organizations by the existence of public goods and externalities. An alternative and proprietarist approach of the European market is proposed where a demand of institutions is identified. This demand exists because of the lack of i) property rights and freedom to contract outside but also inside of the nation States and of ii) social rules about the goods of collective consumption. A "Public Choice" analysis of the EU points out the existence of importants costs and a centralization tendency in the European political process. . .

La thèse étudie les phénomènes institutionnel et organisationnel de l'Union européenne (UE) et de son élargissement à l'Est du point de vue de l'analyse économique des institutions. Une critique est faite de l'analyse traditionnelle qui légitime l'existence des organisations européennes par des biens publics et des effets externes. Une approche alternative et propriétariste du marché européen est proposée, dans laquelle une demande d'institutions est identifiée. Cette dernière correspond à l'absence de i) respect des droits de propriété et de la liberté de contracter par les Etats-nations et de ii) règles sociales accompagnant les biens de consommation collective. Parallèlement, une étude de l UE actuelle en termes de choix collectifs met à l'évidence qu'il existe des coûts considérables et une tendance à la centralisation dans le processus politique européen. . .
