Until the eighties, the french economy was an economy of debt burden in which bank credit was the main way of financing to the detriment of financial market. However, with the development of the liberal wave, this consideration of secondary importance of capital market was no longer justified. Some measures were to be taken in favour of markets. Inevitably, those reforms have had consequences on traditional banking activities. The growth of competition has induced the development of market intermediation and has launched the consolidation process. What is the impact of this shift on the quality of the institutions which composed the banking system? How did the authorities react? In other words, how the banking system regulation has fit on the evolution of the economic context? Is there a room for the private sector in this process of banking control? On the basis of theorical and empirical analysis, we will try to answer to those interrogations throughout this research.

Jusque dans les années quatre-vingt, l'économie française était une économie d'endettement au sein de laquelle le crédit bancaire est le principal mode de financement. Toutefois, avec le développement du courant libéral, la mise au second plan de la finance directe n'était plus justifiée. Des mesures ont alors été prises en faveur des marchés. Leurs conséquences sur les activités bancaires traditionnelles ont été immédiates. L'intensification de la concurrence a provoqué l'essor de l'intermédiation de marché et a lancé le processus de consolidation. Quel impact cette mutation a-t-elle eu sur la qualité des établissements de crédit ? Quelle a été la réaction des autorités ? Comment la régulation du système bancaire s'est-elle adaptée à l'évolution du contexte économique ? Y a-t-il une place pour le secteur privé dans ce processus de contrôle des banques ? Sur la base d'analyses théoriques et empiriques, ce sont à ces questions que nous essaierons de répondre tout au long de la recherche.
