The economic policy of the Economic and monetary Union rests on several principles. The monetary policy is designed at the european level and is mainly intended to price stabilization, whereas the fiscal policy is the last instrument that member states have at their disposal to ensure the stabilization of their economy in the event of a macro-economic shock. The absence of a substantial community budget and the existence of a stability and growth pact require the setting of a coordination of these fiscal policies. This thesis studies the stake of such a coordination. It shows particulary that the fiscal policies coordination is sustainable in the long run without external intervention.

L'organisation de la politique économique dans l'Union européenne et monétaire repose sur plusieurs principes. La politique monétaire est décidée au niveau européen et a pour principal objectif la stabilité des prix alors que la politique budgétaire est le dernier intrument à la dispositions des Etats membres pour assurer la stabilisation de leur économie en cas de choc macro-économique. L'absence d'un budget communautaire conséquent et l'existence d'un pacte de stabilité et de croissance exigent la mise en place d'une coordination de ces politiques budgétaires. L'objet de cette thèse est d'étudier les fondements d'une telle coordination. Elle montre, en particulier, que la coordination des politiques budgétaires est soutenable à long terme sans intervention extérieure.
