In many economic problems, decision-makers have not necessary knowledge and have recourse to expert to make decision. However, expert can manipulate their private information in order to satisfy their own interest. A first part of this thesis is interested to this problem by considering face to face communication between an expert and a decision maker. We analyse the strategic information revelation through different communication mechanism. In particular, we consider an incentive mechanism for truthful information disclosure, a Cheap-Talk mechanism and a Persuasion mechanism. Moreover, in a situation of hard uncertainty, we compare decisions resulting from two criteria of decisions which try to convey two different interpretations of the precautionary principle, the Maxmin EU criterion and the minimization of the maximum of the regret expectation criterion.

Abstract FR:

Dans de nombreux contextes économiques où l'information des décideurs est incomplète, le recours à l'expertise peut être un outil efficace d'aide à la décision. Cependant, l'avantage informationnel détenu par l'expert peut le conduire à manipuler son information afin de satisfaire ses intérêts privés. Une première partie de cette thèse s'intéresse à ce problème en considérant une relation bilatérale entre un expert et un décideur. Nous analysons la révélation stratégique de l'information de l'expert à travers divers mécanismes de communication. Nous considérons en particulier un mécanisme incitatif à travers duquel l'expert est rémunéré pour ses recommandations, un mécanisme de Cheap-Talk et un mécanisme de Persuasion. Par ailleurs, dans un problème où l'incertitude scientifique est plus radicale, nous comparons les décisions issues de deux critères de décision qui tentent de rendre compte de deux logiques différentes d'interprétation du principe de précaution, le critère Maxmin EU et le critère de minimisation du maximum de l'espérance de regret.
