This thesis belong to the field of environmental regulation policies. We use the Agence Theory to design a regulation mechanism of horticultural sector pollutions with asymetric information. In the first chapter, we describe the sector and its capacity of environmental nuisance. In the second chapter, we compare the theory on instruments with the regulation practices in horticulture. Then, we connect the theorical specificities of instruments with the characteristics of the horticultural sector to determine an adequat instrument. At last, in the third chapter, we determine a regulation mechanism which the regulator propose to the horticultural producers. We establish the incentives constraints of the regulator and we present the analytical solution of its program.

Les travaux présentés dans cette thèse appartiennent au champ d'analyse des politiques de régulation de la pollution. La théorie de l'agence est mobilisée afin de déterminer un mécanisme de régulation des pollutions du secteur horticole en situation d'asymétrie d'information. Dans le premier chapitre, nous décrivons le secteur et sa capacité de nuisance vis à vis de l'environnement. Dans le deuxième chapitre, nous comparons la théorie sur les instruments aux applications pratiques en agriculture et en horticulture. Alors, nous lions les spécificités théoriques et les caractéristiques du secteur horticole afin de déterminer un instrument adéquat. Enfin, dans le troisième chapitre, nous déterminons un mécanisme de régulation que le régulateur propose aux horticulteurs. Nous établissons les contraintes d'incitation du régulateur et présentons la solution analytique de son programme.
