The general objective of our study is to contribute to the epistemological study of multi-state communities in the developing regions. To be more specific, it seeks to establish a basis for a systemic explanation of difficulties involved in the processes of economic integration among countries having mutually weak communications. In order to simplify the argument, we have chosen as principal referent the Latin American schemes. The first part is devoted to a discussion on the general systems theory, its antecedents and context, followed by an elucidation of the principal components of the general concept of system. It emphasizes the need of a specific framework for the evaluation of these components. In the next section, we refer to the method of difinition of specific systems, their antecedents and their contemporary manifestations. We have considered the integration agreements in effect in Africa, America, Asia and Europe, and their theoretical foundations. In order to expand on the difficulties encountered in the integration agreements in the third world, particularly in Latin America, we have reserved for the last part a fundamental aspect of the integration phenomena : the dominant causality within the schemes. This point is then refered back to the categorie of finality of the general systems theory, sustaining the need of the particular contexts.

Notre travail a pour objectif général de contribuer à l'étude épistémologique des communautés muti-États dans les régions en voie de développement. Plus spécifiquement, il cherche à établir les fondements d'une explication systémique des difficultés du processus d'intégration économique des pays à faible communication réciproque. De manière à simplifier l'argumentation, nous avons choisi, en tant que principaux référents, les schémas latino-americains qui en sont une bonne illustration. Les premiers chapitres de la première partie sont consacrés à la théorie générale des systèmes, ses antécédents et son contexte. Les suivants portent sur l'élucidation des principaux composants du concept général de système et soulignent la nécessité d'un cadre spécifique pour l'évaluation de ces composants. Dans la seconde partie, nous nous sommes référés au mode de définition des systèmes spécifiques. Ensuite, à la description des systèmes communautaires, leurs antécédents et leurs principales manifestations contemporaines. Nous avons pris en compte la majeure partie des accords d'intégration en vigueur en Afrique, Amérique, Asie et Europe ainsi que le fondement théorique a la base de ces schémas. Pour expliquer les difficultés que rencontrent les accords d'intégration dans le tiers monde, principalement en Amérique latine, nous avons retenu dans la troisième partie un point fondamental des accords d'intégration : la causalité dominante dans les schémas. Cet aspect est relié à la problématique des finalités de la théorie générale des systèmes dont les conclusions nous renvoient à la nécessité d'avoir recours au contexte spécifique.
