The aim of this thesis is to study the evolution of the environmental movement in the united states up to the beginning of the nineteennineties, first by seeking its roots in the idealistic philosophical tendencies which gave birth to the conservation movement in the nineteenth century. The second part shows the link between this american myth of a land kept in its pristine state and the realities of every day american life. The third part analyses the importance of ecology in the american political arena and shows how a some what elitist concern was democratized and finally became one of the foremost political issues. The final part summarizes the development of legislation, dividing the different issues of environmental significance in three categories, each belonging to a particular decade. Thus, air and water pollution dominated the legislation of the nineteen seventies where as the situation became more complicated with the burgeoning problem of waste disposal at the beginning of the eighties. The study concludes on a brief analysis of the central issues to be faced in the decade ahead concerning the global environmental agenda and also presents an outline of the principles that seem likely to guide the behavior of the united states at the dawn of the twenty-first century.

Cette these se propose d'etudier l'evolution du mouvement en faveur de l'environnement aux etats-unis jusqu'au debut des annees mille neuf cent quatre-vingt dix, en cherchant d'abord ses racines dans les tendances philosphiques idealistes qui ont donne naissance au mouvement pour la conservation au dix-neuvieme siecle. La deuxieme partie montre le lien entre ce mythe d'une terre que l'on voudrait garder dans son etat primitif et la realite telle que les americaines la vivent au quotidien. La troisieme partie tente d'evaluer l'importance accordee a l'ecologie dans l'arene politique americaine pour montrer comment une preoccupation quelque peu elitiste s'est democratisee et a fini par devenir une question politique de premier plan. Enfin la derniere partie resume l'evolution de la legislation, en divisant les differents problemes ecologiques en trois categories , chacune etant propre a une decennie. Ainsi, la pollution de l'air et de l'eau domine les annees mille neuf cent soixante-dix tandis que l'emergence du probleme des dechets complique la situation au debut des annees quatre-vingt. Cette etude se termine par une analyse rapide des problemes ecologiques qui vont se manifester a l'echelle mondiale dans les annees a venir; il s'agit d'essayer d'esquisser les principes qui semblent devoir presider a la ligne de conduite des etats-unis a l'aube du vingt-et-unieme siecle.
