The <<caisse centrale de la france d'outre mer>> (ccfom) has been a leading player in the economic and financial relations between france and the french territories of africa under the fourth republic as well as in the planning of institutional evolution by managing the relationships between mother country and its territories. These relations were marked by the opposition between increasing financial dependence of territories and growing trends of autonomy with respect to politics. Ccfom sometimes maintained conflicting relations with administrators of home country and territories as well as with ministers in charge of the french union, therefor demonstrating france's difficulties in establishing an imperial policy consistent throughout the years. Through its director, ccfom upheld a belief in development financing and job-sharing between the private and public sectors in africa. Through his actions and speeches, it is clear that the continuity and innovations of french colonial policies are mixed.

La caisse centrale de la france d'outre-mer a joue un role essentiel dans les relations economiques et financieres entre la france et les territoires d'afrique noire francaise sous la iveme republique, ainsi que dans la preparation des evolutions du cadre institutionnel regissant les liens politiques entre la metropole et les tom. Ces relations furent marquees par la contradiction entre le renforcement de la dependance financiere des tom et les tendances autonomistes croissantes au plan politique. La ccfom a entretenu avec les autres administrations (metropolitaines et locales) et avec les ministeres en charge de l'union francaise des rapports parfois conflictuels, manifestant ainsi les difficultes de la france a definir une politique imperiale coherente et suivie. En la personne de son directeur general, la ccfom a defendu une reflexion sur le financement du developpement en afrique et sur le partage des taches entre secteur public et secteur prive, a travers son action et ses discours, s'entremelent permanences et innovations de la politique coloniale francaise.
