Located in the administrative department of gironde, at four miles from bordeaux, merignac is only a rural borough in the middle of the 19th century. Its population increases from 3571 to 7328 between 1851 and 1906. The local power is the whole attributions in the mayor's hands and of the council according to the amendement. And this, under the control of the 18th july 1837, 24th july 1867 and the 5th april 1884 amendement. Under the bonapartist municipalities and under the very first republican municipalities, we notice a rapid passing of propositions and projets the initiative of which is taken by the mayors. The lowness of the collected funds urges the council to unchanging management caracterized by imposed tasks and by a lack local programme. Under the municipality of henry ranie (1881-1917), the function of the council is a addicted to routine as previously up to 1908 when the arrival in the council of minority opposition group called "left wing bloc" starts disturbing the established order. Situe dans le departement de la gironde, a six kilometres de bordeaux, merignac n'est, au milieu du xixe siecle, qu'une commune rurale. Sa population passe de 3571 en 1851 a 7328 en 1906. Le pouvoir municipal est l'ensemble des attributions devolues au maire et au conseil municipal par la loi, notamment celle des 18 juillet 1837, 24 juillet 1867 et 5 avril 1884. Sous les municipalites bonapartistes et sous les premieres municipalites republicaines (1870-1880), on constate l'adoption rapide des propositions et des projets dont l'initiative appartient aux maires. La modicite des recettes communales amene les municipalites a pratiquer une gestion immobile caracterisee par une absence de programme municipal. Sous la municipalite de henri ranie (1881-1917), le fonctionnement du conseil est aussi routinier que precedemment jusqu'en 1908 ou l'entree d'une opposition minoritaire dite du "bloc de gauche" au conseil bouscule les habitudes etablies. Toutes les municipalites ont oeuvre pour l'equipement de la commune, l'instruction primaire, plus particulierement sous h. Ranie qui, grace a des emprunts plus frequents, a pratique une gestion plus dynamique.
